    Charges and Seizures Brought in Fraud Scheme, Aimed at Denying Revenue for Workers Associated with North Korea IT Workers Infiltrated More than 300 U.S. Companies, Earning Millions The Justice Department unsealed charges, seizures, and other court-authorized actions to disrupt the illicit revenue generation efforts of the Democratic People’s Republic of Korea (DPRK or North Korea). The charges include prosecutions of an Arizona woman, Ukrainian man, and three unidentified foreign nationals who allegedly participated in schemes to place overseas information technology (IT) workers—posing as U.S. citizens and residents—in remote positions at U.S. companies.     Departments of Justice and U.S. Department of Homeland Security to Announce “Recent Arrivals” Docket Process for More Efficient Immigration Hearings Justice Department Finalizes Rule to Allow for More Efficient Immigration Judge Dockets Secretary of Homeland Security Alejandro N. Mayorkas and Attorney General Merrick B. Garland today announced a new Recent Arrivals (RA) Docket process to more expeditiously resolve immigration cases of certain noncitizen single adults who attempt to cross irregularly between ports of entry at the Southwest border. This effort will allow Department of Homeland Security (DHS) and Justice Department to more swiftly impose consequences, including removal, on those without a legal basis to remain in the United States and to more swiftly grant immigration relief or protections to noncitizens with valid claims. The Justice Department also submitted to the Federal Register a final rule to promote efficient case and docket management in immigration proceedings. Read more: https://lnkd.in/gHGZUAKE

    The Justice Department today announced that the Attorney General has submitted to the Federal Register a notice of proposed rulemaking initiating a formal rulemaking process to consider moving marijuana from a schedule I to schedule III drug under the Controlled Substances Act (CSA). Marijuana has been classified as a schedule I drug since Congress enacted the CSA in 1970. On Oct. 6, 2022, President Biden asked the Attorney General and the Secretary of Health and Human Services (HHS) to launch a scientific review of how marijuana is scheduled under federal law. After receiving HHS’s recommendations last August, the Attorney General sought the legal advice of the Justice Department’s Office of Legal Counsel (OLC) on questions relevant to this rulemaking. In light of HHS’ medical and scientific determinations, and OLC’s legal advice, the Attorney General exercised his authority under the law to initiate the rulemaking process to transfer marijuana to schedule III. The rescheduling of a controlled substance follows a formal rulemaking procedure that requires notice to the public, and an opportunity for comment and an administrative hearing. This proposal starts the process, where the Drug Enforcement Administration will gather and consider information and views submitted by the public, in order to make a determination about the appropriate schedule. During that process, and until a final rule is published, marijuana remains a schedule I controlled substance. Read more: https://lnkd.in/gK7W3e7k

    The Justice Department announced today that it has opened a statewide investigation into the conditions at eight youth detention centers and one youth development center run by the Kentucky Department of Juvenile Justice. The investigation will examine whether Kentucky protects children confined in these facilities from harm caused by excessive force by staff, prolonged and punitive isolation and inadequate protection from violence and sexual abuse. The investigation will also examine whether Kentucky provides adequate mental health services and required special education and related services to children with disabilities.     The White House Legal Aid Interagency Roundtable (LAIR), staffed and directed by the Office for Access to Justice (ATJ), has been busy this year, driving forward the collaboration of 28 federal agencies towards advancing access to justice. LAIR is mandated to “improve coordination among Federal programs, so that programs are more efficient and produce better outcomes,” including expanded access to legal services. Part of that mission entails marshalling and expanding access to the resources across federal government that can fund legal help. Over the past few months, LAIR has: • Published online resources to help legal aid and other community organizations find federal funding opportunities for legal and related services • Hosted a webinar offering guidance and tips for finding and leveraging grants • Launched three committees to advance its directives of simplification, data and research, and innovation. On April 10, Deputy Counsel to the President Tyeesha Dixon and ATJ Director Rachel Rossi chaired LAIR’s first plenary convening of the year. More than 60 federal agency partners joined in person and virtually to discuss LAIR’s plans for 2024 and the activities of its three committees. During the convening, Director Rossi emphasized that “LAIR is working diligently to meet its mandate to expand access to justice across the federal government and is creating resources and tools that make it easier to access federal funding for legal aid and legal help.” In doing so, she added, “We are demonstrating the impact of collaboration across government in working to close the justice gap.” Read more about LAIR and its ongoing efforts here: https://lnkd.in/dS_XSffP

    Two Brothers Arrested for Attacking Ethereum Blockchain and Stealing $25M in Cryptocurrency An indictment was unsealed today charging Anton Peraire-Bueno, 24, of Boston, and James Pepaire-Bueno, 28, of New York, with conspiracy to commit wire fraud, wire fraud, and conspiracy to commit money laundering. The charges in the indictment arise from an alleged novel scheme by the defendants to exploit the very integrity of the Ethereum blockchain to fraudulently obtain approximately $25 million worth of cryptocurrency within approximately 12 seconds. Anton Peraire-Bueno and James Peraire-Bueno were arrested yesterday in Boston and New York, respectively, and will be presented this afternoon before U.S. Magistrate Judge Paul G. Levenson for the District of Massachusetts and U.S. Magistrate Judge Valerie Figueredo for the Southern District of New York. Read more: https://lnkd.in/dr2rKuhM
