Apparently when you start to head to High Command the portal is there but once you defeat the boss the portal ‘dies’ in combat or despawns and you can’t leave the place at all, I had this happen last week and I was under the impression it was a rare bug only to find out it happened this week as well, entirely destroying my lockout for the week.
TL;DR you can’t exit high command’s hallway after the boss.
